  Andrew Aglionby is a Chartered Arbitrator, FCIArb, FHKIArb, acting as party advisor and presiding arbitrator, sole arbitrator and party-appointed arbitrator in disputes about commercial contracts. He is a Solicitor in legal practice since 1984 with experience of common law and civil law systems and parties and projects from more than 30 jurisdictions. Andrew serves a DRBF Representative for the UK.
  Iain Aitchison is a Managing Director and a Delay Expert in the Global Construction Practice in based in London, formerly a Director with Navigant, acquired by Ankura in 2018. He is a dual-national British-German citizen. Iain has given expert evidence under cross examination as a Delay Expert in ICC Arbitration. He has experience with online joint expert meetings, mediations, and hearings. As a FIDIC contracts specialist he has given expert evidence on FIDIC contract administration issues in ICC Arbitration. He is a DBF accredited Dispute Board Member and FIDIC specialist with experience of major international DAB/DRB. Iain has authored papers published in the peer reviewed academic journals and has been a panelist and speaker at international conferences. He is also a practicing arbitrator.

Dick Appuhn is a consulting engineer based in Rome Italy serving mainly the European design and construction communities.  His professional experience covers engineering design and construction management where he has been active since the 1960’s starting in the United States and moving to the international market place in 1970. His affiliations extend to the Association for Advancement of Cost Engineers, Society of Construction Law and the DRB Foundation where he served as President of the Executive and Region 2 Boards of Directors and as a member of the International Committee for Training. He is a member of the Contracts Committee for the European International Contractors Association.  Dick is an active arbitrator and adjudicator in Europe, Africa and the Far East. He was appointed to the Standing Committee for ADR of the International Chamber of Commerce Court of Arbitration. Dick is an affiliate member of FIDIC and is an accredited trainer and is registered on the President’s List of Approved Adjudicators. He graduated with BS and MS Degrees in Civil Engineering and Engineering Geology from the University of California at Berkeley. Dick is a recipient of the Al Mathews Award for Dispute Board Excellence, the DRBF's top honor. 

  Burak Arikan has a bachelor’s degree in civil engineering from Yıldız Technical University. and a master's degree in civil engineering from the University of Birmingham, UK. His Master of Science Studies consist of MSc. Construction Management (dissertation with Merit), Finance and Core skills, Construction Technology, Engineering Production and Risk Management in Construction, Sustainable Construction. He is an active member of the Turkish Engineers and Architects Association and The Institute of Civil Engineering and since 2008. Burak's professional journey spans over 12 years, during which he has showcased his talents across diverse roles and international projects. From serving as a Contract Engineer in the in Saudi Arabia with Ma’aden and Gama Industry Arabia Limited. Then, he moved to Turkey to be Contract Admin in IPKB Projects in Istanbul with Arikan Construction Inc. Then continued his works to mantle of Project Manager and Contractor Representative in various projects Kyrgyzstan and IPA Infrastructure projects in Turkey in which he has consistently displayed a commitment to excellence. His role as Board Member at Arikan Construction Inc. was pivotal in the execution of multi-million-dollar projects involving water reservoirs, promotion centres, and wastewater treatment system implementations with international contract standards of Fidic. He has also completed many projects governed by Turkish Public Procurement Agency, EKAP. He has seamlessly managed projects funded by the European Union's Instruments for Pre-Accession Assistance Programme, including various DAB experiences.
  Dr. Deniz Artan is an Associate Professor and the Graduate Program Coordinator of Construction Management at Istanbul Technical University (ITU), teaching and supervising research in construction project management, contract administration, FIDIC-based standard forms, construction claims and disputes, alternative dispute resolution (ADR) and mediation. She has over 75 refereed publications, supervised 20 graduate MSc/Ph.D. theses, managed several funded research projects, and is the recipient of the Emerald Literati Network Awards for Excellence and the University of Salford Erasmus Ph.D. Scholarship. She also has experience in the industry, serving in managerial positions and as a consultant in various construction projects. She trains employers and contractors on the administration of international construction contracts and has served as a member of the Dispute Adjudication Board (DAB) in various international projects financed by MDBs. She is the joint coordinator of the CIB (International Council for Research and Innovation in Building and Construction) TG89 Construction Mediation Practice task group, a member of the CIB W113 Law and Dispute Resolution Commission, and has served in the organizing and scientific committees of over 20 international symposiums and workshops.
Bill Barton has specialised in contentious and non-contentious construction for over 30 years, having been a partner with Walker Morris, Watson Burton and DLA Piper. Currently Director at Barton Legal, he has particular expertise in drafting and negotiating specialist bespoke contracts whether in relation to wind farms, renewable energy such as biomass, office and industrial developments, colleges or standard construction projects. As a result, he is experienced in drafting amendments to and negotiating not only standard forms of contract such as JCT, NEC and ICE, but also the FIDIC Red and Silver books as well as IChemE Burgundy, Red and Yellow books. He is a qualified mediator and a Fellow of the Institute of Arbitrators. He has substantial experience in conducting adjudications, mediations and arbitrations as well as litigation within the TCC, ICC and LCIA. Bill is an occasional lecturer at Leeds University Department of Engineering and has prepared and delivered seminars both in house and at conferences both nationally and internationally.

Çağdaş Evren Bayrak LLM, BScEng, DipAdj, FCIArb, MCIOB, FICCP, CPCM, PMP, CCME, is an award-winning experienced contracts claims and disputes professional and a FIDIC President’s List Adjudicator. He is a Civil Engineer with two Law degrees from UK, a chartered construction manager, and a fellow member of many other reputable international organizations. He has won FIDIC Contract Users' Award in 2021 among respected finalists. He has started his own practice, ProADR in 2019, which specializes in providing assistance on Contract Management, Claims, Dispute Avoidance and Resolution in the MENA region.

 

Ogün H. ÇİÇEK is graduated from the Middle East Technical University Department of Civil Engineering in 1991 with a bachelor's degree and a master's degree (Water Resources) in 1995. He has specialized in water and waste infrastructure projects, as well as development works,  providing engineering, procurement, contract management, project management, corporate development and capacity building services. He has also worked as DAB member for a couple of FIDIC Contracts and is member of DRBF. Ogün H. Çiçek has founded Aqwadem Consulting in 2005, and still works as the general manager of the company. Mr. Çiçek is Board Member of Association of Turkish Consulting Engineers and Architects ( member of FIDIC and EFCA) and his current responsibilities in the Association includes support to Dispute Adjudication Board (DAB) mechanism related services and related capacity development in the country.

Waleed El Nemr has 25 years of experience in contracts and claims management, encompassing positions in various international project management firms, such as Bechtel, Fluor Daniel, and Hill International. He has also assumed several roles during dispute resolution proceedings in construction projects, acting as arbitrator, expert adjudicator, an expert appointed by the tribunal, expertly appointed by an arbitration party, arbitrator, and dispute adjudication board (DAB) member. He is the Dispute Resolution Board Foundation (DRBF) country representative (Egypt) and Director representing MENA, Vice President of the Chartered Institute of Arbitrators – Egypt Branch, and President of the Association for the Advancement of Cost Engineering – Greater Cairo section. He is the author of numerous papers and a speaker at numerous conferences, seminars, and webinars on the topic of construction contracts and claims. He is currently the Contracts Director of Hill International’s Africa branch, based in Egypt, and an Adjunct Assistant Professor at The American University in Cairo.

Dr. Yalçın Eyigün is Director-General of Infrastructure Investments for the Ministry of Transport. He has served as the Deputy Director-General at the Ministry of Transport, Maritime Affairs, and Communications, Infrastructure Investments Directorate. Throughout his tenure at AYGM (General Directorate of Infrastructure Investments), he undertook various responsibilities such as Urban Rail System and Mainline Railway Projects Survey and Construction Works Sector Responsible, the In-Charge for the Eurasia Road Crossing Project, and the Supervisor for Marmaray Construction Activities. He has worked at the Istanbul Metropolitan Municipality Rail Systems Directorate. During this period, Eyigün held positions such as the Control Engineer Responsible for Rail System Project and Construction Works, Assistant Director, and Director. Dr. Eyigün has been a guest lecturer Yalova University, Department of Transportation Engineering and as an Assistant Professor at Istanbul Commerce University, Department of Civil Engineering. He Istanbul Technical University, Department of Civil Engineering in 1995 and holds a Master's and Ph.D.

Emhemmed Ghula is a Libyan Civil Engineer with MSc in Project Management from UK, Owner of Consultancy Expertise Company, Member of DRBF MENA Board, DRBF representative for Libya, Chairman of Libyan Engineering Arbitration Centre, Executive Member of Arab Organization for Engineering Arbitration, Dispute Resolution Board Member, Arbitrator. With a big record of projects in the MENA region.

Kazım Gökhan Elgin graduated from Middle East Technical University, Faculty of Civil Engineering in 1998. After his graduation, he completed his M.Sc in Business Administration. He is currently attending to a Ph. D program at Gebze High Technology Institute, Business Administration Department. Between 1998-2000 he worked as civil engineer for a foreign company and was responsible for the preparation of the retrofitting designs of selected hospitals in İstanbul and İzmİr in Turkey. In 2000 he started working at Prime Ministry Project Implementation Unit as a “Coordinator” for the implementation of the World Bank funded “Marmara Earthquake Emergency Reconstruction Project (MEER). Since 2006, he has been a Founder Director of Istanbul Project Coordination Unit (IPCU) leading the international organizations (World Bank, European Investment Bank, Council Of Europe Development Bank, Islamic Development Bank, KfW Development Bank, Asian Infrastructure Investment Bank and Eco Trade and Development Bank) funded Istanbul Seismic Risk Mitigation and Emergency Management Project (ISMEP) with a budget of 2.5 Billion Euro that aims to improve the city of Istanbul’s preparedness for a potential earthquake. Kazım Gökhan Elgin is a frequent international speaker. He has been featured by national and international several media organizations, including CNN, the New York Times and he also has a speech at United Nations General Assembly on 12th April 2012.

  Jeremy Glover is a partner at Fenwick Elliott LLP, the UK’s largest construction law firm and is listed as a leader in his field in Who’s Who Legal: Construction 2020. An accredited adjudicator and member of the CIArb Adjudication Sub-Committee, he advises on all aspects of projects from initial procurement and strategic project advice to dispute avoidance and resolution. Jeremy is the co-author of Understanding the FIDIC Red and Yellow Book: A Clause by Clause Commentary, the third edition of which was published in 2018, and lead editor of Building Contract Disputes: Practice and Precedents. Jeremy is a member of the Board of Examiners on the Construction Law MSc programme at King’s College, and also teaches on the MSc Building Information Modelling Management Programme at Middlesex University. He is currently President-Elect for the DRBF Executive Board of Directors.
Nicholas Gould, BSc (Hons), LL.M., FRICS, FCIArb, MCIOB, is Past President of the Executive Board of the Dispute Resolution Board Foundation and a partner in the specialist construction, engineering and energy lawyers Fenwick Elliott LLP, where he conducts a mix of international dispute resolution and non-contentious work. He is a solicitor-advocate, chartered surveyor, accredited adjudicator and CEDR Chambers lead mediator. He acts for contractors, employers and governments in the building, construction, engineering, infrastructure, transport, energy, oil and gas, and process engineering sectors. Dispute resolution experience spans litigation, arbitration (domestic and international), adjudication, DAB/DRB, mediation, early neutral evaluation and expert determination. He regularly acts as lead mediator in multi-party multi- million disputes. Nicholas is a certified adjudicator and sits on international dispute boards and as arbitrator. Chamber & Partners 2011 notes Nicholas for his “ability to pre-empt potential problems and provide advice in a clear manner that maintains the individual needs of clients”. Legal 500, 2011 edition list Nicholas as a leading figure for Construction and Mediation who is “extremely knowledgeable and listens carefully to his clients”. The IBA’s 2008 and 2013 editions of International Who’s Who of Business Lawyers Today listed Nicholas as one of the “ten most highly regarded individuals internationally for construction law” and the IBA’s Who’s Who Legal 2015 listed Nicholas in the top five in Europe.
Nigel Grout is an experienced and impartial construction professional having spent 40 years as a practising Quantity Surveyor working exclusively on civil engineering projects; particularly highways, bridges, water, rail, power and infrastructure. Extensive claims experience. Specialised since 1991 in the resolution and avoidance of disputes and contentious issues, and now acts exclusively as an independent practitioner in this field as a Dispute Board Member on various international projects. Included on FIDIC President's List of Approved Dispute Adjudicators since 2012. Has extensive experience as a sole member DB and also as chair of the DB.
Sarwono Hardjomuljadi born in Pekalongan 6 Juni 1953, at present he is Board of Director of Fédération Internationale des Ingénieurs-Conseils (2019-2023); Director of Region 2 of Dispute Resolution Board Foundation (2016-2024); DRBF Country Representative for Indonesia (2012-now); President, Society of Construction Law of Indonesia (2023-now). He has recently become involved in some international projects as Adjudicator, Arbitrator, or Dispute Board member. He is a FIDIC Accredited Trainer. Formerly he worked as Special Adviser to the Minister of Public Works and Housing; Deputy Director and then Vice President of State Electricity Corporation/PT PLN (Persero). He was involve in the preparation of FIDIC Rainbow Series 2017, reprinted 2022; Green Book 2022, and he translated the Rainbow Series 1999 and 2017, MDB Harmonised 2010 into Bahasa Indonesia (under FIDIC license). In 2020 he wrote “Use of Dispute Avoidance and Adjudication Board”, the most read paper in 2021 of the Journal of Legal Affairs and Dispute Resolution of American Society of Civil Engineers. He is also a reviewer of LADR-ASCE; and (2021), a chapter of FIDIC Contracts in Asia Pacific by Donald Charrett: “Applying FIDIC Contract in Indonesia”. He is a recipient of the Al Mathews Award for Dispute Board Excellence, the DRBF's top honor. 
  Serdar Hakkaçırmaz  is a Civil Engineer and the member of the FIDIC Business Practice Leadership Committee (BPLC) and member of the Dispute Resolution Board Foundation (DRBF). He comes from a contractor background, then consulting engineering with a total of 23 years of experience on international building and infrastructure projects such as water and wastewater, road, railway, energy, waste and technical assistance and institutional strengthening projects across Central Asia, Southeast Asia, Middle East, Türkiye and Africa. He has worked as procurement and contract expert on major IFI funded projects under FIDIC conditions of contract around the world in parallel to the managing position in Eptisa Servicios de Ingeniería, S.L. in the consultancy sector.
  Dr. Tijen İğci graduated from Ankara University, Faculty of Political Sciences, Department of International Relations in 2002 as the first of the department and faculty. She received her master's in 2015 and completed her Ph.D. in 2022. Between 2003 -2006, she served as Assistant Rapporteur at the Prime Ministry Undersecretariat of Foreign Trade, Central Anatolian Exporters' Unions General Secretariat. Between 2006 and 2011, as a European Union Expert at the Ministry of Industry and Trade, she gained expertise in the EU Acquis on ‘Environment.’ As the Ministry's Climate Change Working Group coordinator, she participated in the UN climate change negotiations as the country’s representative. As the European Union Affairs Expert at the Ministry for European Union Affairs, she worked under the Financial Cooperation Directorate from 2011-2016. As the Head of the Department for EU Investments at the Ministry of Transport and Infrastructure of the Republic of Türkiye since July 2022, she is entrusted with multifaceted responsibilities crucial to the effective management of the European Union funds within the realm of the transport sector. Her role encompasses functions such as leading the structure carrying out the tasks of the Programme Authority, formulating annual and multi-annual Transport Operational Programmes, overseeing quality monitoring efforts, and spearheading the preparation of Sectoral and Performance Reports for submission to pertinent institutions. In addition, she is responsible for project selection, tender organization and execution, contract finalization and implementation, and coordination and realisation of payments in compliance with the EU acquis, FIDIC rules, international agreements, and relevant national legislation. Her role also entails ensuring operational transparency, facilitating audits, maintaining meticulous records, and conducting the cooperation with other national and EU institutions playing key roles in the Türkiye-EU Financial Cooperation. Moreover, she is managing the processes aiming to uphold promotion and visibility mandates, ensure conformity with accreditation criteria, and foster a robust reporting and information system.
Levent Irmak is a Civil Engineer (Istanbul Technical University) with nearly 30 years of experience in international construction projects. He has a MSc degree in construction management from Northeastern University in Boston, USA and LLM degree in Construction Law & Arbitration from Robert Godon University in UK. He is an independent consulting engineer and Managing Director of MC2 MODERN International Construction Project Management and Consultancy Corporation. He is a FIDIC Certified Trainer and FIDIC Certified Adjudicator and enlisted in FIDIC President’s List of Approved Adjudicators and has been appointed as Dispute Board member (as sole and 3-member and as DB chair) in international construction projects, i.e., wastewater and water treatment plants, railways, roads, power plant and transmission lines in various countries in Europe, Asia and Africa. He has been commissioned and cross-examined as both tribunal-appointed and party-appointed Expert witness in international arbitration cases (ICC, AFSA and others) in projects such as industrial plants, hospitals, high-rise buildings, shopping malls, wastewater treatment plants in Türkiye, South Africa, Kuwait and Saudi Arabia. Mr. Irmak has served as Contract, Claim and Dispute Resolution Advisor in numerous construction projects in over 25 countries and contributed to the careers of hundreds of construction professionals from 40 countries through numerous training events he has conducted. He is Past-President of the Dispute Resolution Board Foundation (DRBF) Region 2 Board of Directors and member of DRBF, FIDIC, EFCA, ATCEA (Association of Turkish Consulting Engineers and Architects) and ISTAC (Istanbul Arbitration Center) Construction Committee. He previously served as President of the DRBF Region 2 Board of Directors, DRBF Representative for Turkey and is currently serving as Chair of the DRBF Region 2 Mentoring Committee.
Volker Jurowich is a civil engineer, Technical University, Aachen, Germany. He worked for a major German international contractor for 35 years, the last 15 as an Executive Director. His responsibilities were part of the local business and all of the international business outside of the European Union. Projects under his direct responsibility include major infrastructure works, hydroelectric projects, harbour construction, drill and blast as well as TBM tunneling and building works. He has experience in dispute resolution by negotiation, by mediation, by Dispute Boards and by arbitration. Mr. Jurowich is now working as a contract consultant and in dispute resolution. He was member of the Executive Board of Directors of the DRBF from October 2006 to May 2010, President of DRBF Region 2 from October 2008 to May 2010 and President of the Executive Board from Oct. 2011 to Oct. 2012. He holds the diploma in International Commercial Arbitration from Queen Mary and Westfield College, University of London. He served on the ICC task force for Dispute Boards. Presently Mr. Jurowich serves as chair and as member on Dispute Boards in the Far East, in Central Asia, in Africa and in Europe. He is lecturer at the University of Stuttgart on international construction. Mr. Jurowich is listed on the FIDIC President’s List of Approved Adjudicators. He is Chairman of the Assessment Panel for the German National List of FIDIC Adjudicators. Volker is a recipient of the Al Mathews Award for Dispute Board Excellence, the DRBF's top honor. 
  Oskar Ljungqvist is a consulting engineer based in Dubai UAE serving various stakeholders on projects across Europe, Africa and the Middle East.

He is an experienced professional with expertise in contract and claims management. His skillset encompasses contract administration, delay and disruption costs, forensic delay analysis, project planning and project management. Instructs forensic delay analysis modules for Masters Programme at Milan Polytechnic Institute. Oskar is a member of the DRBF since 2018, as well as the other professional organisations such as the SCL and the AACEi. Over the last 5 years he has been extensively involved in adjudication and arbitration proceedings on multibillion Euro disputes.
He graduated with BS and MS Degrees in Civil Engineering and Hydraulics from the Lund Institute of Technology in Sweden. His began his career in engineering and construction in 2006 in Ethiopia.

 

Husni Madi BEng, LLM, FCIArb, FAMINZ (Arb/Med), FCA, FCT, PMP, PMI-SP CEO, Shura Construction Management. Husni Madi serves as DRBF Representative for Jordan. He is a member (Immediate Past Vice Chair) of the FIDIC Contracts Committee Husni Madi is an International Arbitrator, Adjudicator, and Mediator, as well as CEO of Shura Construction Management; a consultancy firm providing dispute resolution services, and contract solutions for the construction industry. Husni is a Civil Engineer qualified in law (LLM Construction Law & Arbitration) with over 25 years of experience, a Delay Analysis specialist, and an accredited Professional in Scheduling (PMI-SP) and Project Management (PMP). He is a member of several multi-million USD institutional and ad-hoc arbitration tribunals being an FCIArb, and DABs being a FIDIC Certified Adjudicator (FCA) listed on FIDIC President’s List of Approved Dispute Adjudicators. Moreover, he is a FIDIC and CIArb Accredited Mediator. Presently, he is serving as Chairman of FIDIC Task Groups 15 & 15B in charge of establishing “FIDIC’s Golden Principles”, and a Friendly Reviewer of the Red, Yellow, Silver 2017 2nd Editions, and the Emerald Book. Additionally, he is the official translator of the FIDIC 2017 Suite into Arabic. Husni is a visiting lecturer at Leuphana University (Luneburg, Germany) teaching Contract Law, Construction Law, and Dispute Resolution for a post-graduate programme, in addition to being a FIDIC International Certified Trainer (FCT). He served as member of the Certification Board of FIDIC Credentialing Ltd (FCL). Husni is a member, and the Immediate Past Vice Chair, of the influential FIDIC Contracts Committee, and winner of FIDIC’s Adjudicator and Trainer of the Year Award.

  John Murphy is a Director and Founder of Anzurra, a specialist Search and Talent Advisory Firm operating within the Global Construction and Infrastructure markets. Focusing specifically on contract management, dispute resolution, and legal, his geographical experience extends across projects throughout the Americas, Europe, the Middle East, Africa, Asia, and Australia. Contract types include but are not limited to FIDIC, NEC, JCT, ICE, and PPP frameworks. He works with contractors, law firms, employers, consultancies, and developers and regularly runs talent acquisition and retention strategy workshops and seminars relative to construction contract management and legal. John is a member of the Dispute Resolution Board Foundation (DRBF).
Henry Musonda, FCIArb, is a Civil/Structural Engineer an Arbitrator, Adjudicator and Mediator. He is a Fellow of the Chartered Institute of Arbitrators (UK), and the listed on the FIDIC and DRBF Presidents’ lists of Adjudicators. He has more than 35 years of practical and professional experience in the design, administration and project management of building and civil works and service contracts and providing advisory support on infrastructure projects to FIDIC and various forms of contract. He has international experience as an Arbitrator and Adjudicator and has strong knowledge and background of Application of alternative dispute resolution methods and Dispute Boards to infrastructure projects. He is a FIDIC-listed trainer and has conducted training in Tanzania, South Africa, Uganda, Zambia and Zimbabwe. 
  Ayşe Selcen Özcan is a Senior Associate in Çetinel Law Firm. She started working in Çetinel Law Firm in 2016 as an attorney. She is registered in Istanbul Bar Association. Selcen graduated from Ankara University Faculty of Law. She was awarded Jean Monnet Scholarship and holds a European Law LLM degree from Leiden University. She also holds another LLM degree on Public International Law from Galatasaray University. She has extensive experience in practicing international commercial arbitration, international investment arbitration, and dispute boards, as well as in tender processes and contract management for complex engineering and construction projects, mainly for industrial plants and facilities in oil and gas industries. She has been a DRBF member for five years.
 

Erhan Ozturk is a Civil engineer with MSc degree on Construction Project Management and LLM degree on Construction Law & Arbitration. He is a claim/contract management consultant and Dispute Board practitioner. He has nearly 20 years of professional experience in contract and project management for internationally construction projects funded by IFI’s such as World Bank, EBRD, EIB, CEB, and USAID. He has expertise in interpretation of contracts, tender and contract management / negotiations, claim & change management, dispute resolution and Dispute Adjudication Board case management. He has hands-on experience in a wide variety of projects such as railways, tunnels, highways, airports and industrial plants constructed in Asia, Africa and Europe. He is a member of DRBF, Chartered Institute of Arbitrators, Turkish Engineers and Architects Association, and Society of Construction Law.

Ann Russo is Executive Director of the Dispute Resolution Board Foundation, the non-profit association dedicated to the use of Dispute Review Boards worldwide. She is co-editor of the Dispute Board Manual: A Guide to Best Practices and Procedures. Prior to joining the DRBF, she served as Public Relations Manager for J.A. Jones, Inc., an international construction and engineering firm based in Charlotte, NC, USA. She received the DRBF's President’s Distinguished Service Award in 2005.

Basar Sahin holds a BSc in Civil Engineering and an LLM degree in Construction Law. He is an arbitrator, expert witness, and Dispute Board member. He has held contract, commercial and project management positions with firms for nearly 25 years and gained experience in contract-claim management with a special emphasis in cost control, scheduling and dispute resolution methods. His professional career started in Turkey as a construction field engineer and he then pursued commercial management in the USA for nearly 10 years before returning to Turkey and co-founding lCM Consulting. During this time, he has taken responsibilities from tender to post contract stages in all aspects of commercial management including negotiation of change orders, delay, acceleration, differing site condition and inefficiency claims for lump sum contracts as well as cost reimbursable contracts. His hand-on experience includes involvement in a wide variety of projects such as railroads, highways, tunnels, airports, power plants, marine works, housing and oil-gas business in countries including Georgia, Turkey, Azerbaijan, Russia, Saudi Arabia, Qatar, Oman, Iraq, United Arab Emirates, Bahrain, Kuwait, Afghanistan, Uzbekistan, Algeria, Morocco, Libya, Egypt, Jordan, Ethiopia, Tanzania, Albania, Nigeria, Bulgaria, Pakistan, Hungary, Slovakia and the USA. He is enlisted at FIDIC President’s List of Approved Adjudicators, and serves as DRBF Representative for Turkey.

Paul Taggart is a Past President of the DRBF Executive Board of Directors. He has some 40 years experience in contract management and disputes settlement in construction. He is a FIDIC Presidents List of Approved Adjudicators member. Paul has acted as DB member, a disputes settlement manager, a Contractual Manager, and as advisor for a number of reputable major international companies effectively managing complex contract cases on a broad range major infrastructure and building works. In this regard he has been actively involved in the submission and successful settlement of some US$ 4.7 billion worth of disputes to Dispute Adjudication and Recommendation Boards globally per FIDIC, ad hoc and ICC DB rules. His project experience includes Mosul Dam (Iraq), Second Bosphoros Bridge (Turkey), The Channel Tunnel (UK - France), The Panama Canal expansion, Copenhagen, Qatar and Riyadh Metros, Xiaolangdi MPD China, and Bujagali HPP the first PPP hydro project in Africa. Mr. Taggart holds a BSc, MRICS, FCIArb and Post Graduate Diplomas in International Commercial Arbitration (QMUL) and Business Administration (SGBS). 
  Alessandro Tavani
Giorgiana Tecuci is an international lawyer with over 20 years' experience in construction law and procurement. She is actively involved in FIDIC contracts, with particular emphasis on dispute resolution in both the public and private sectors. As an adjudicator, arbitrator and trainer, Giorgiana regularly contributes to the organization and running of both FIDIC related activities and those of DRBF, where she is President-Elect for DRBF Region 2 Board of Directors.
  Richard Touroude, born 1955, graduated in Tours in 1980 (LL.M international commercial law) before joining SERI Renault Engineering (Renault Group) as Legal Advisor, then Head of the Legal Department. In 1987 he worked for SOGELERG (now ARTELIA) as Head of the Legal and Export Finance Department, and for the French consortium INTERINFRA (in charge of metro projects worldwide). In 1989 he was heading the legal department Lehrer McGovern Bovis (in charge of project management for Eurodisney) where he organised the bidding and contracting process, and in 1990 he was promoted to General Counsel of Bovis S.A. and Bovis International S.A. In 1991 he joined Compagnie General de Batiment et de Construction (CBC) as Head of International Legal Department. In 1997 he was transferred to Campenon Bernard SGE (now VINCI Construction Grands Projets) as International Legal Director. In 2005 he was promoted to General Counsel. As such, he was the Chief Negotiatior for the Chernobyl Safe Confinement contract, on behalf of the Novarta consortium (VINCI-Bouygues). In 2009 he was seconded to Compagnie d'Enterprises CFE (a VINCI subsidiary, listed at Euronext Brussels) as International Legal Director. He was a lecturere at the University of Tours, Advanced LL.M Programme in Foreign Trade Law of the Law Faculty from 1984 to 2017. In May 2018 he became Director of International Affairs of the French Federation Nationale de Travaux Publics (FNTP) and CEO of the Syndicat des Entrepreneurs Français Internationaux (SEFI).
Marcello Viglino is the Area Contract Manager at Webuild S.p.A. (one of the largest European Contractors) and he has been involved in construction projects overseas since 1998, working on large civil engineering projects in several countries around the world. His professional activity is mainly concerned with the management of international construction contracts and the settlement of any associated dispute through negotiation, Dispute Board and Arbitration. He studied civil engineering both in Italy and the UK where he also obtained an MSc in Construction Law & Dispute Resolution from the King’s College London. He is a visiting lecturer in Contract Management at the Milan Polytechnic, a chartered member of the Institution of Engineers (Italy), a member of the DRBF and a board member of the Italian Society of Construction Law.
 

Samuel Whitehouse is a Chartered Quantity Surveyor and expert witness with over 40 years of experience in contracts and dispute management. For the last 20 years Sam has worked on major civil engineering projects throughout the Middle East, Africa, Asia, Central America, and Europe. He is a Managing Director at FTI Construction Solutions and is based in the United Arab Emirates where he serves the local and international market. Previously Sam was the Commercial Director of a major Tier 1 general contractor headquartered in the United Kingdom. Sam has gained extensive experience of Dispute Boards and adjudications throughout the world and serves as the Dispute Resolution Board Foundation Representative for the United Arab Emirates.
