Daniel H. Abram 

Daniel H. Abram, CPCU, AFSB is Vice President Large Contract Accounts at Zurich Surety.  Dan has over 40 years’ experience in contract surety.  Dan is in Zurich’s Large Account unit assessing risk associated with national and international customers. Over his career Dan has been an active member in many industry associations including the Associated General Contractors of America and the Construction Financial Planners Association. 

 

Joseph Allegro

Joe Allegro has over 37 years of experience in the design / construction industry, with the bulk of the work on heavy transportation projects. He spent twenty years working for the Commonwealth of Massachusetts – the bulk of which was spent on the Central Artery/Tunnel (“Big Dig” Project), completing this service as Director of Construction. He then spent four years working for a private design consultant, where he led their national CEI services. Currently, as Allegro Construction Services (as a sole proprietor) for the last sixteen years, providing construction management and independent oversight services to state transportation agencies. In addition, he provides dispute resolution services, including service on several DRBs. He is a member of the Dispute Resolution Board Foundation and serves on the Annual Conference Planning Committee.

Deborah Bovarnick Mastin

Deborah Bovarnick Mastin, Miami FL, (www.deborahmastin.com) mediates and arbitrates large complex and multi-party construction disputes in the USA and internationally. She is on the neutral panels of the American Arbitration Association (Mega Projects Panel, Large Complex Construction Panel, Master Mediator Panel, Dispute Board Panel), International Centre for Dispute Resolution, International Institute for Conflict Prevention and Resolution (Construction Panel), Chartered Institute of Arbitrators, and Trinidad Dispute Resolution Centre. During her 35 years as an Assistant County Attorney for Miami-Dade and Broward Counties, Deborah drafted contracts, and litigated claims, from public infrastructure projects, including $7 billion Miami International Airport expansion, $2 billion Ft. Lauderdale-Hollywood International Airport expansion, museums, performing arts centers, stadiums, powerplants, light rail, and information technology systems. Deborah is a Fellow of the American College of Construction Lawyers, the College of Commercial Arbitrators, the Chartered Institute of Arbitrators, and the Dispute Board Federation. She is a faculty for the American Arbitration Association, International Centre for Dispute Resolution, and the Chartered Institute of Arbitrators. Deborah is a Florida Bar Board certified construction lawyer and a Florida Supreme Court certified circuit court mediator. She is a past president of the Dispute Resolution Board Foundation Region 1. 

 

Fran Brooks

Fran Brooks served as in-house counsel at the Dormitory Authority of the State of New York (“DASNY”), one of New York’s leading finance and construction public authorities, for over 28 years until retiring recently.  DASNY provides financing and construction services for a multitude of public and private not-for-profit corporations in the State of New York, with the State University of New York, the City University of New York, the New York City Health and Hospitals Corporation and the New York State Office of Menal Hygiene being just a few of DASNY’s larger clients.  Over the years, Fran advised DASNY on both the bond financing as well as the construction aspects of multi-million dollar construction projects, serving her last few years as Managing General Counsel to DASNY.  She advised DASNY regularly on a wide variety of construction contract and design contract (including design-build contract) matters, procurement issues, contract negotiation issues (including project labor agreement aspects), project management issues, contractor claims, change order disputes, mediation and litigation of same when necessary.  

 

Dr. Luciana Burdi, Intl. Assoc. AIA, CCM

Dr. Luciana Burdi is the Director for Capital Programs and Environmental Affairs for the Massachusetts Port Authority (Massport), responsible for the development, administration and execution of the CIP (Capital Investment Program) for all Massport facilities, which includes Logan International Airport (BOS), Worcester Regional Airport, Hanscom Field, the Conley container terminal, Flynn Crusieport terminal, and other Real Estate properties.  Ms. Burdi is leading the shift of Capital Programs towards a more innovative, progressive, VDC, Date and Design Technology-driven department. By adopting Lean, Scrum and Lean Construction principles, she is also very committed to create a culture of continuous improvement focusing on delivering “best-in-class” infrastructure projects for our customers.  Her commitment to sustainability, diversity and talent development provides a wide spread of opportunities for staff and ultimately improving quality outcomes.  Prior to joining Massport, she held several positions at the Division of Capital Asset Management and Maintenance (DCAMM) for the Commonwealth of Massachusetts.

Dr. Burdi is a member of the NBIS (National Institute of Building Sciences) BIM Programming Steering Committee, the IAB (Industrial Advisory Board) Department of Civil and Environmental Engineering at Northeastern University.  She was a member of the CMAA (Construction Management Association of America) National Board of Directors, the Chair of the CMAA Emerging Technologies Committee.

 In 2019 Burdi received the “Women in Design Award” from the AIA-BSA (Boston Society of Architects), in 2018 she received the National Chair’s Innovation Award” and the National “Sustainability Award” by the CMAA.  In addition, in 2015, she received the CMAA National Award in New Technologies techniques in CM for advancing the use of valuable new technologies in construction management. 

Moreover, she is an active member of the BSA (Boston Society of Architects), the Lean Construction Institute New England Community of Practice, the AIA TAP (Technology in Architectural Practice), and AGC (Association of General Contractors) of America.

She received her Doctorate from Harvard Graduate School of Design. Previously, she was a SPURS Fellow (Special Program in Urban and Regional Studies) at MIT and she holds a Master's Degree from the Instituto Universitario di Architettura di Venezia (IUAV) in Venice Italy.

Al Calderelli

Al Calderelli is Managing Counsel for the Massachusetts Department of Transportation and the Massachusetts Bay Transportation Authority. He has worked for MassDOT and its predecessor agencies since 1996. Al also serves as the Administrative Law Judge for MassDOT's highway division.

Al is a graduate of Sufolk Law School and Boston University, and has been practicing law since 1994 with concentration on design and construction issues. Since 2004, he has taught courses in construction law at Wentworth Institute of Technology, both in undergraduate and graduate programs.

Dennis Cavanaugh

Dennis Cavanaugh is a Partner in Robinson+Cole’s Construction Group and focuses his practice on construction and surety law, including transactional work and litigation. He has over 35 years of experience counseling public and private facilities owners, tenants, lenders, building contractors and subcontractors and sureties concerning complex construction matters involving contract procurement and project delivery, negotiation, financing, bonding and alternative dispute resolution and federal and state court litigation. He also serves as a construction mediator and arbitrator and, as an arbitrator, Dennis has presided over construction disputes as large as $25,000,000. Dennis is a noted lecturer and author of publications on various construction and suretyship-related topics. 

 

Virginie Colaiuta

Virginie Colaiuta is a partner of the London office of LMS Legal LLP. She acts as counsel, advocate and arbitrator in international arbitration proceedings deriving from construction and energy projects. Virginie is a Visiting Fellow at King’s College London, where she teaches at the MSc -Master on Construction Law and Dispute Resolution. She is the ICP Committee Editor of the law magazine titled “Construction Law International”, a publication of promoted by the of International Construction Projects Committee of the International Bar Association. Virginie is admitted to practise as Avocat à la Cour in Paris (France), Solicitor of the Senior Courts of England & Wales, and Attorney at Law in New York (NY, USA). As a result of her experience, Virginie has an excellent understanding of  the differences between the civil law and common law rules applicable to construction projects.

John Dalton

After graduating from Davidson College, John served in the US Navy from 1995-2002. After leaving the Navy as a Lieutenant Commander in 2002, John accepted a position at the Chicago Transit Authority serving as Chief of Staff of the infrastructure division and later as Project Manager for the Authority’s Brown Line Capacity Expansion Project (a $527M Federal Transit Administration’s New Starts project) - at the time the Authority’s largest ever capital improvement project. John left the CTA in 2007 to join Parson Transportation Group on the Dubai Metro Project in the United Arab Emirates. Following his work in the Middle East, John returned to the United States to continue his work with the Chicago Transit Authority. In November 2016, John joined the Massachusetts Bay Transportation Authority where he began serving as Program Manager for the MBTA’s Green Line Extension (GLX) Project. The project was procured via a Design-Build procurement model and is scheduled for completion in 2022.

 

Kurt Dettman

Kurt Dettman is the Past President of the Region 1 (USA and Canada) of the Dispute Resolution Board Foundation (DRBF), and is also the Principal of Constructive Dispute Resolutions, an ADR practice specializing in all aspects of dispute avoidance and resolution in the construction industry. He has written extensively about Dispute Resolution Boards, and conducts training on Dispute Board practice and administration, including the new Dispute Board Manual released in 2019. Kurt is on the DRBF’s President’s List, and co-chairs the DRBF Transportation and Energy Committees.

 

Jeremy Glover

Jeremy is a partner at Fenwick Elliott LLP , the UK’s largest construction law firm and is listed as a leader in his field in Who’s Who Legal: Construction 2020. An accredited adjudicator and member of the CIArb Adjudication Sub-Committee, he advises on all aspects of projects from initial procurement and strategic project advice to dispute avoidance and resolution. Jeremy is the co-author of Understanding the FIDIC Red and Yellow Book: A Clause by Clause Commentary, the third edition of which was published in 2018, and lead editor of Building Contract Disputes: Practice and Precedents. Jeremy is a member of the Board of Examiners on the Construction Law MSc programme at King’s College, and also teaches on the MSc Building Information Modelling Management Programme at Middlesex University. He serves as the DRBF President for Region 2.

Joan Hollick

Joan serves as the Deputy Project Director of the Southwest LRT Project, a 14.5-mile LRT extension of the Metro Green Line in the Twin Cities. In that role, she oversees the Project budget, project controls, third-party agreements, and contracts and procurement functional areas. Joan became passionate about public transit while living in Chicago. After earning her undergraduate degree from Loyola University Chicago, she went on to earn a master’s in public policy and administration from Northwestern University. After grad school, she took a position at the Chicago Transit Authority where she managed operational improvement projects. Joan holds a Project Management Professional Certification and Six Sigma Green Belt Certification. Outside of work, Joan enjoys sailing on the many lakes in the Twin Cities with her husband and two children. 

 

Edmond Hunter

Ed is a Senior Project Manager with over 44 years of combined engineering, construction, and operations experience. Ed is currently a technical advisor for various HNTB design projects with the MBTA, and managing Engineering tasks in support of Maintenance of Way track replacement efforts. Ed previously worked for the MBTA in a variety of leadership positions as Director of Construction and Assistant General Manager for Design and Construction, where he oversaw over 200 projects, all with an extensive civil/ operations systems integration components totaling approximately 11.7B. Ed's oversight included projects in the following areas: transit operations (in the areas of track, signals, and power), transit station renovations, commuter rail upgrades, facility upgrades and renovations, and bridge and tunnel projects. He also had direct responsibility for construction oversight and cost and schedule management on large complex construction projects valued at $340M and $500M.

Mike Lewis

Michael P. Lewis – HDR Principal Program Manager, Strategic Advisor. Prior to joining HDR in 2019, Michael has had more than 37 years public sector transportation experience including as CEO of both the Colorado Department of Transportation (CDOT) and the Rhode Island Department of Transportation (RIDOT) where he led teams in the development and implementation of some of each state’s largest and most complex infrastructure programs using both traditional and innovative procurement and project management techniques. Prior to becoming Director of RIDOT in 2008, he served as Project Director of Boston’s Central Artery Tunnel Project from 2000 through Project completion in 2007. He has served as President of AASHTO and chaired several committees including the Sub-Committee on Construction and the Standing Committee on Transportation Systems Security and Resilience. He is currently supporting clients with the evaluation and implementation of funding alternatives to support current and future transportation needs.

Matthew Neuringer

Matthew's practice specializes in energy, transport and infrastructure projects, particularly alternative delivery projects (public-private partnerships (PPP/P3) and design-build (DB)). 

Prior to practicing law, Matthew worked as a hedge fund analyst and chief of staff in New York State government. Matthew's prior experience in finance and government enhances his ability to deliver legal advice through a commercial lens for private and public sector clients. Matthew has advised clients across a full spectrum of energy and infrastructure assets, including telecoms, rail, highways, airport, intermodal transit, combined heat and power, social infrastructure, and waste to energy. Matthew has also advised several key state and local governments on the sufficiency of their laws to produce P3 projects in their jurisdictions.

John Pastore

John is currently employed by A. A. Will Corporation of Stoughton, MA as a Project Executive managing heavy civil projects for various public agencies. John has over 40 years of construction management and senior corporate executive experience. John specializes in large public work projects ranging in value from $10 to $400 million with extensive knowledge in highway, bridge, cut and cover tunnel construction, trackwork and marine construction. John spent 15 years as a senior construction manager for Modern Continental Construction Company on the Central Artery/Tunnel Project in Boston Massachusetts. As a senior construction manager John prepared and participated in DRB quarterly update meetings and issue resolution meetings when they were required.

John is a past president of Northeastern University Civil Alumni Organization, board member for the Construction Industries of Massachusetts and current member of The Moles.

Loryn P. Riggiola

Loryn P. Riggiola, Partner, represents clients in disputes arising from construction projects and commercial matters from counseling through litigation and/or arbitration . She has represented clients in both public and private sector projects, contract disputes, bidding disputes, defect and delay claims, and commercial disputes. Ms. Riggiola has worked with clients in the United States and abroad on a variety of matters, including the construction and operation of energy projects. Ms. Riggiola also represents corporations and financial institutions in litigation involving complex commercial issues, including employment disputes, restrictive covenant and unfair competition litigation. She has handled litigation involving trademark, trade dress and palming off claims under the Lanham Act, together with related insurance coverage issues. Ms. Riggiola handles litigation from consultation to trial. She has participated in numerous bench and jury trials in both New York and New Jersey. Ms. Riggiola has served as both lead and supporting counsel in state and federal trials. She has also appeared before the appellate courts in both New York and New Jersey on behalf of our clients. Ms. Riggiola has conducted mediation, arbitration and international arbitration proceedings. She manages a diverse and active caseload. Ms. Riggiola was selected by NJBIZ as one a 2021 Leader in law. She was previously honored by NJBIZ as a one of 2020's Best Women in Business and by the Women Builders Council as an Outstanding Women in the Building Industry. She was honored by the Mann Foundation for her contributions to the building industry. Real Estate Weekly named her one its “Leading Ladies." She received the notable AV rating from Martindale-Hubbell and was recognized by Best Lawyers in America and Super Lawyers for her skills and expertise as a litigator

 

Kenneth Roberts

Kenneth M. Roberts is Chair of the Construction Law Group at the law firm of Venable, LLP in Chicago. Mr. Roberts obtained his B.A. degree from the University of Iowa (1982) and his J.D. degree from the University of Iowa College of Law (1985). He has been an adjunct professor at Northwestern University’s Department of Civil Engineering Graduate Program since 2012. Mr. Roberts concentrates his practice in the field of construction law, project controls and procurement contracts. He engages in a range of services from preparation of and negotiation of contracts, project controls monitoring and advice during ongoing projects, negotiation of change orders and contract additions, alternate dispute resolution through mediation, arbitration, dispute review boards, and when necessary, litigation.

David Ryan

David Ryan has 40 years of experience in design, construction and construction management and is currently a senior vice president for AECOM working out of its Boston office. He oversaw AECOM’s Transportation Business Line for the Northeast Region which performed all aspects of engineering work for many transit agencies and DOT’s throughout the Northeast. He oversaw AECOM’s 900-person transportation team and was responsible for the P&L, busines development and client relationships.

Prior to joining AECOM, David was the assistant general manager for the MBTA and was responsible for delivering a multibillion-dollar capital program, which included new or upgraded transit stations, track, signals, power, maintenance facilities, bridge work and much more. In this role he had daily interfaces with design consultants, general contractors, and numerous stakeholders. Resolution of conflicts with design firms, regarding performance; including errors and omissions and claims from contractors were regular occurrences.

Ann Russo

Ann Russo is Executive Director of the Dispute Resolution Board Foundation, a non-profit association dedicated to the use of Dispute Review Boards worldwide. She is co-editor of the "Dispute Board Manual: A Guide to Best Practices and Procedures," and editor of the DRBF's quarterly journal, Forum. Prior to joining the DRBF, she served as Public Relations Manager for J.A. Jones, Inc., an international construction and engineering firm based in Charlotte, NC, USA. She received the DRBF President’s Distinguished Service Award in 2005.

 

Glen Stevens

Glen Stevens is President of Stevens & Associates Inc., an engineering consulting firm specializing in construction claims and disputes. Glen worked for ten years on Boston’s $14.6B Central Artery/Harbor Tunnel Project (AKA “Big Dig”), analyzing and resolving hundreds of millions of dollars of highly complex construction claims. Prior to that, Glen worked on many other projects both as an Engineer preparing construction claims, and as a Miner in Canadian and US underground hard-rock mines. 

Mike Vitale 

Mike  Vitale is a Senior Vice President with Mott MacDonald, based in Cleveland OH.  He has over 37 years of experience in underground design and construction worldwide, and until recently was the North American Tunnel Practice Leader for Mott MacDonald.  He has since relinquished this role to focus solely on large project delivery, and is currently serving as the Tunnel and Shaft Design Manger for the ALCOSAN ORT Tunnel. He was one of the primary authors of the ASCE Standard Guideline for Microtunneling and authored Chapter 7, Wastewater Tunnels, in “The History of Tunneling in the United States” as well as numerous other technical papers.  Mike currently sits on the Executive Committee of the Underground Construction Association (UCA) and the Board of Directors of the Dispute Resolution Board Foundation (DRBF). 

Jack Wright

Jack Wright is Vice President and serves as project Principal for Weston & Sampson. He has more than 35 years of experience in the management of large-scale construction projects and is experienced in dealing with public agencies at all levels, from local/city to the federal government.
