Tutors:

Serge Y. Bodart is a civil engineer graduated from the Swiss Federal Institute of Technology, Lausanne (EPFL).  With more than 35 years of comprehensive technical and contractual experience, he has worked for several leading international contractors as a Site Manager, Project Manager, Technical Director and since 1991 as an independent Consultant Engineer.

His field of expertise covers the development and implementation of major PPP infrastructure projects and industrial projects in Europe, Africa, the Middle East, Australia and South America.

Since 2009, he also joined PMG Consulting Engineers & Economists as a Partner where he acts as a court and party appointed Expert in arbitration and litigation, a Mediator, an Adjudicator and a Dispute Board member.

Since 2018, he is a Certified Expert (ISO 17024/SEC 01.1 Cert. N° 0125) of the Swiss Chambers of Technical and Technical Forensic Experts (Swiss Expert) and since 2021 member of its Certification Committee. 

He is a member of the Swiss Society of Engineers and Architects (SIA), the Expert Group of the Swiss PPP Association (PPP Swiss), Swiss Expert and the Dispute Review Board Foundation (DRBF) for which he is the country representative for Switzerland and chairs the Region 2 DRBF PPP Taskforce.

  Doris Chevalier is a civil engineer and an expert consultant in project financing at Infraboost her own advisory boutique. She worked for large private groups such as Bouygues, Vinci and Alstom but also for the PPP task force of the French Ministry of Finance. Doris has over 30 years of experience in project financing in infrastructure and renewable energies. She is an expert advisor to the European Commission, to UN - ECE and has participated in UIC's work on SDGs. It has participated in the financing of many complex infrastructure and renewable energy PPPs around the world such as high-speed, metro, motorways but also leisure and culture projects. She is an expert in PPPs and is a member of the Dispute Board Resolution foundation.
Eng. Paul Karekezi is the Executive Chairman of GIBB Africa Limited. He has over 40 years’ experience in infrastructure development (traditional contracting and PPP).  In addition, Eng. Karekezi is a director of the International Public-Private Partnerships Institute (IPPPI), which provides training on PPP, contract administration &; management as well as ADR. He is a CP 3 P® Approved Trainer by APMG International. He has provided training on PPP to more than 200 civil servants from various PPP Nodes in the East Africa region. Eng. Karekezi is a practicing adjudicator, arbitrator, and accredited mediator. He is the Kenya Country Representative of the Dispute Resolution Board Foundation. He is a Fellow of the Chartered Institute of Arbitrators, an Accredited Mediator by the Chartered Institute of Arbitrators, a Registered Consulting Engineer by the Engineer’s Registration Board (Kenya), a Chartered Engineer (Engineering Council, UK) and Member of the Institution of Civil Engineers (UK). He holds a BSc in Civil Engineering, a Global MBA, and an LLM in Construction Law, Arbitration and Adjudication. Mr. Karekezi is a FIDIC Certified Adjudicator and is on the FIDIC President’s List of Approved Adjudicators.
Mark M. Moseley is the Principal of Moseley Infrastructure Advisory Services (MMM Infra), a global individual consulting firm advising on infrastructure projects and enabling environments, for multilateral development banks, governments and private sector entities. Mark has over 40 years of international infrastructure experience, having held the following positions as Chief Operating Officer of the Global Infrastructure Hub (GI Hub), an initiative of the G20; Lead Counsel, Infrastructure Practice Group, The World Bank; Partner and Practice Group Manager for the Global Energy, Projects and Construction Group at the international law firm CMS Cameron McKenna; and Lecturer on Legal Issues for Public-Private Partnership Infrastructure Transactions at the Harvard Kennedy School.
